Segment work by size, risk, complexity, and strategic importance. A small operational project may need a lightweight charter and monthly checkpoint. A transformation program needs integrated plans, dependency management, executive governance, and benefits tracking.

Standardize the questions and outcomes, then vary the depth of the artifacts. Teams should understand what is required, why it matters, and how the PMO will help.

The operating model is working when standards improve visibility and decisions while teams still have room to deliver.
